Nirvana
Geography

Despite the urban layout, the city still prides itself on integrating nature into the concrete jungle. Trees, bushes and flowers line the pavements, and the park in Mikail Square boasts a massive garden with a variety of plants species from across the globe. The air is pretty clean, as pollution is dealt with efficiently. The ground itself is mostly flat as it was levelled to build sound structures.

Architecture

Many of the buildings are tall, modern and smooth. The important buildings have large windows or glass walls so that workers and visitors are able to have a nice view of the city. Several designs are experimental and futuristic, as architects have been allowed to build to their tastes and leave their mark, like one big community art project.

Culture

Nirvana encourages diversity and inclusion of all sorts of cultures, through art, physical expression and so forth. Though it's not as common for people to get augmentations here, they are rarely if not ever combat related. Most people usually don't get too many either. Experimentation with decorative augments are quite conservative, sticking to changes in eye and hair colour, some unusual aesthetic augmentations and fashion choices.
There are usually all sorts of festivals held frequently throughout the city. The most important of these is the annual Tolentino Founding Festival; a weekend long event celebrating the creation of the island. Guests from Gehenna are often invited to represent themselves, since the city has its own unique way of celebrating.

Transport

Clearly established roads are built into the heart of the city, within the areas where important buildings and businesses sit. However, the city tries to put emphasis on public transport where possible. The hover tram system known as Rapture Tram Expressway has tracks circling the city. Permanent citizens are entitled to a pass to allow them to use it. Outside users have to purchase a temporary pass.

Politics

Nirvana follows a system of government using an appointed prime minister and council, considered ideal by various expert politicians. The system of law has been decided by the appointed council, based on existing systems, to build one that is considered fair. Since most people who decide in this city have chosen to do so, it is unusual for lawbreakers to crop up. When they do, in serious cases they are jailed with chance for rehabilitation but in minor cases they are subjected to community service and rehabilitation. In the rare, extreme cases, banishment to Gehenna has been used as punishment.
Residents of Gehenna are not barred from entering Nirvana. However, it order to gain a temporary pass they must be vouched for by a citizen of Nirvana, who is considered responsible for their guest's actions. Gehenna citizens who plan to visit frequently can apply for a permanent pass by passing an evaluation test.

History

Once the basic foundations were established, many diamond brained people from across the globe quickly populated the city. Businesses and culture quickly flourished, with their first in a long tradition of annual festivals celebrating the island's founding. So far the city has had two prime ministers. The first had a long run, but was assassinated and exposed for corruption. Currently, Prime Minister Volkov and their council have overseen the full reign of the city. There has been a low record of major crime thanks to quick interventions from top council agents, and the rise of Nirvana's own personal superhero, known only as 'The Guardian'.
