The council building is where most of the governmental matters of the city are sorted. Here, the Nirvana council convene to discuss and implement matters regarding politics, law and society. Located in the heart of the city, this towering, modern building is heavily fortified and houses many employees that work to quickly put any decisions made into action. 

The building features many floors of employee workrooms and meeting rooms, all based on security level. The view from the large windows has been described as looking over earth from heaven through the clouds.
